With reference to yours of this date, in which you state that your interview with Jones Keenan, Esqre., the American Consul, relative to the affair of the ship "Providere", I beg, in reply, to state that after some conversation concerning the correspondence between the Parcel Comwal and the Government, the Consul remarked that he had done his duty in protesting against the whole proceedings, and would protest against the fine being paid, and it was not for him to move further in the matter so far as the fine is concerned, and that Capt.
